One part (the second) of these ludicia is drawn once again from the canons of early church councils (and this provides further evidence of Theodore's knowledge of canon law), while the first part is a penitential, or handbook containing tariffs of private penance. This penitential was to prove widely influential on later collections of ecclesiastical legislation, both in Ireland and on the Continent.
